Coverage on NPR about Home Care by Joseph Shapiro comes at time that could not be better for North Carolinians, as the state of North Carolina implements changes in its Medicaid programs. The Medicaid Home and Community Based services waiver program, or HCBS, was enabled with the passage of the Omnibus Budget Reconciliation Act in 1981 during the presidency of Ronald Reagan. For the first time then, states were permitted to use long-term care money available through Medicaid to pay for home and community based services instead of nursing homes and institutional care.
